A couple of resources to create cartoons

Comic Creator allows to create short cartoons (from one to six panels) by using some simple and clear black and white pictures. Students choose characters and props, add captions and dialogues and print them out.

MakeBeliefComix has a wider range of characters and they can be chosen in a variety of moods. This site also offers some blank three-panel cartoons to be printed out and filled in on paper.
